E.3. Structure of the Community-International Reference Person,  Alternate International Reference Person

The IRP exercises judgment about and coordinates International actions and policies. The IRP seeks consensus on policy by communicating with RC leaders, by communicating with Co-Counselors at workshops, and by circulating draft proposals. The IRP may delegate some of these responsibilities to other RC leaders.

There is also an Alternate International Reference Person (AIRP). The AIRP is the person who will immediately carry out all the functions of the IRP when the IRP is unable to function for any reason.

The IRP and the AIRP are selected by consensus at each RC World Conference.

REASON

One person needs to be responsible for coordinating policies and activities across the RC Community. This person needs to check their judgment with others. Wide consultation has worked well. As the Community grows, it becomes more necessary to delegate responsibilities.
